Appropriates general revenue funds to the Department of Agriculture for fiscal year 2011-2012 to acquire a slaughterhouse located within Campbell Industrial Park on Oahu.

Authorizes funds for construction, renovation, and improvement projects at the slaughterhouse facility.

Authorizes funds for equipment purchases necessary for slaughterhouse operations.

Legislature finds that Hawaii imports most beef and only a small percentage of locally-raised cattle are consumed in-state, making local slaughterhouse infrastructure necessary to increase food self-sufficiency and support the state's beef industry.

Effective date: July 1, 2030.
