Requires the Commission on Salaries to conduct a public hearing prior to submitting its salary recommendations to the legislature.

Public hearing must comply with open meeting and public notice requirements under chapter 92, with notice provided at least 72 hours in advance.

Commission must provide internet access to the report and may include a summary of public comments received in its report to the legislature.

Maintains existing process where recommended salaries become effective July 1 of the next fiscal year unless disapproved by concurrent resolution with simple majority vote in both houses.
