Establishes a reduced ignition propensity cigarette program special fund in the state treasury to be administered by the state fire council.

Fund receives all fees collected by the state fire council from the reduced ignition propensity cigarette program, with approximately $370,000 collected since the program's implementation on September 30, 2009.

Authorizes the state fire council to employ one full-time administrator and one full-time assistant to manage certifications, maintain approved cigarette brand lists, conduct compliance inspections, and submit compliance tests to accredited laboratories.

Manufacturers pay a $375 fee per cigarette listed in certification, with the state fire council authorized to annually adjust this fee to ensure it covers actual administration, staffing, processing, testing, enforcement, inspection, and oversight costs.

Requires cigarette certifications to be recertified every three years and made available to the attorney general for enforcement purposes.
