Establishes the Museum of Music, Dance, and Cultural Arts design committee consisting of eleven members appointed by the governor and the state foundation on culture and the arts, with expertise in finance, architecture, Hawaiian dance, Hawaiian music, Hawaiian culture, corporate management, marketing, economics, and visitor industry.

Authorizes the committee to invite developers to prepare plans, specifications, and designs for museum construction and to review and approve proposed development plans submitted by developers.

Requires the state foundation on culture and the arts to convene a task force including legislators, cultural institution representatives, and Hawaiian artists to develop the museum and submit findings and recommendations to the legislature by twenty days prior to the 2012 regular session.

Appropriates funds from general revenues for fiscal year 2011-2012 to finance museum design and construction, with expenditures contingent on a funding ratio of 50 percent state funds, 30 percent federal funds, and 20 percent private funds.

Effective date set for July 1, 2050.
