Amends Hawaii Revised Statutes Section 103D-302(b) to allow bidders two additional days after bid closing to submit names of joint contractors and subcontractors, along with the nature and scope of work each will perform.

Requires that bids shall only be opened after the two-day submission period has closed.

Maintains existing provision allowing acceptance of construction bids that do not comply with contractor disclosure requirements if the non-compliant work represents one percent or less of the total bid amount and acceptance is in the State's best interest.

Takes effect upon approval.
