Amends Hawaii Revised Statutes Section 103D-302(b) to modify subcontractor disclosure requirements for construction bids.

Eliminates the requirement to name subcontractors if the total bid amount is less than $1,000,000.

Requires subcontractor naming only when a subcontractor's work value equals or exceeds five percent of the total bid amount.

Allows acceptance of non-compliant bids if the unnamed subcontractor's work represents one percent or less of the total bid amount and acceptance is in the State's best interest.

Takes effect upon approval and does not affect rights, duties, or proceedings that matured before the effective date.
