Establishes a new animal industry special fund administered by the board of agriculture to receive revenues from rental or use of division of animal industry properties and facilities.

Expands permitted uses of division of animal industry property to include "other commercial purposes" in addition to animal welfare and emergency shelters.

Allows revenues from rental of quarantine facilities to be deposited into the animal industry special fund instead of being limited to minimizing quarantine fees.

Permits use of animal industry special fund moneys for salaries, fringe benefits, operating expenses, equipment, motor vehicles, livestock handling services, resource management and planning programs, and maintaining contingency reserves.

Takes effect July 1, 2011.
