Amends Section 103D-408 of Hawaii Revised Statutes to require use of native Hawaiian land plants in landscaping for all state-funded building, facility, highway, and road projects where feasible.

Defines "native Hawaiian land plants" as species naturally growing in Hawaii or brought by Polynesians before European contact (such as kukui, noni, and coconut), but excludes grass and sod.

Establishes graduated implementation timeline requiring native Hawaiian plants to constitute at least 10% of all plants used by January 1, 2013, and at least 20% by January 1, 2015.

Requires each plant or group of plants to be clearly identified with signs for public education purposes.

Takes effect upon approval of the Governor.
