Appropriates funds for the Families for R.E.A.L. program (a school-based parent education and child development program) and professional curriculum development in parent involvement for the Department of Education and early learning council for fiscal years 2011-2012 and 2012-2013.

Requires the Families for R.E.A.L. program to develop a plan covering a specified percentage of program costs through fees, grants, private donations, and other revenue sources beginning July 1, 2013.

Mandates the program report its sustainability plan to the legislature and governor no later than twenty days before the 2012 regular legislative session.

Establishes a matching fund requirement beginning July 1, 2013, with specified ratios of public to private funding for any future appropriations to the program.

Effective date is July 1, 2030.
