Requires the Department of Business, Economic Development, and Tourism (DBEDT) to investigate Hawaii's participation in either the Powerball lottery operated by the Multi-State Lottery Association or the Mega Millions lottery operated by the Mega Millions consortium, or both.

DBEDT must report findings and recommendations to the legislature, including any necessary proposed legislation, no later than twenty days before the 2012 regular legislative session convenes.

Bill provides background on Powerball (currently available in 42 states plus DC and US Virgin Islands, with $1 tickets and minimum $20 million jackpot) and Mega Millions (available in 41 states plus DC, also $1 tickets with $12 million minimum jackpot).

Notes that an October 2009 agreement between the Multi-State Lottery Association and Mega Millions allows all state lotteries to offer both games.
