Extends the repossession period for abandoned vehicles from ten days to twenty business days after notice is mailed to the owner.

Defines "business days" to exclude Saturdays, Sundays, and state holidays.

Requires written notice by registered or certified mail to legal and registered owners at their vehicle licensing division address, including vehicle description, custody location, and intended disposition.

Notice is presumed received five days after mailing in the absence of contrary evidence.

Takes effect July 1, 2050.
