Creates a special marine life conservation education fund within the Department of Land and Natural Resources to receive all fees, fines, and administrative charges collected under Chapter 190.

Fund revenues must be used exclusively for public education and outreach regarding marine conservation areas, prohibited activities, applicable rules, permit availability, and penalties.

Amends Section 171-19 to clarify that the special land and development fund may be used for public education about conservation and preservation activities.

Establishes mandatory fines for violations of marine life conservation provisions: $250 for first offense, $500 for second offense, and $1,000 for third or subsequent offense, with fines deposited into the marine life conservation education fund.

Takes effect July 1, 2011.
