Establishes a requirement that one percent of all state fund appropriations for construction or renovation of state buildings be deposited into the Hawaii Historic Preservation Special Fund, effective July 1, 2011 through June 30, 2015.

Expands allowable uses of the Hawaii Historic Preservation Special Fund to include costs for site modifications, display, interpretive work, and preventive maintenance at the Bernice Pauahi Bishop Museum, Iolani Palace, Washington Place, and Mauna Ala.

Designates the comptroller to manage expenditures from the fund in consultation with relevant agencies and to ensure all state agencies correctly calculate and transfer their one percent contributions.

Requires the comptroller to submit reports to the governor and legislature detailing site modifications, maintenance projects, and expenditures for the four specified facilities, with a final report by 2015 including long-term restoration recommendations.

Takes effect July 1, 2030.
