Updates statutory cross-references in Hawaii Revised Statutes section 437-28.5 to reflect changes made by Act 164, Session Laws of Hawaii (2010), which enhanced protections for local auto dealers.

Extends the same procedures, protections, rights, and remedies provided to dealers under section 437-3.6, section 437-28(a)(21), and part II to distributors that are not manufacturers.

Allows licensed persons injured by violations of section 437-28(a)(21) or part II to bring civil actions for injunctions and damages, with potential recovery of reasonable attorneys' fees if they substantially prevail.

Specifies compensation requirements upon cancellation or non-renewal of distributor agreements, including fair market value of capital investments, inventory, dealer operations, and franchise agreements, or alternatively damages including attorneys' fees.

Takes effect July 1, 2011.
