Adds a new section to Hawaii law establishing that free play is not a defense to gambling charges if the free play was offered by mail or electronic communication as an alternative to purchasing an item that lacks bona fide value or is priced disproportionately to its value.

Adds a new section stating free play is not a defense if the free play is offered from a different pool than the pool used for paid entry chances.

Clarifies the definition of "advance gambling activity" to explicitly state that offering free play by mail as an alternative to paid entry does not prevent conduct from constituting gambling activity advancement under the specified circumstances.

Adds new definitions for "free play" (availability of free alternative method to play without staking value or purchasing) and "pool" (entry group from which winners are selected).

Takes effect July 1, 2050, except the free play defense provision takes effect January 1, 2013.
