Expands pseudoephedrine sales regulations to include ephedrine and establishes daily (3.6 grams) and monthly (9 grams per 30-day period) purchase limits for over-the-counter products.

Requires pharmacies and retailers to maintain records including purchaser information, identification details, product name, and amount of sale, with records retained for two years.

Mandates electronic submission of sales data beginning January 1, 2012 to the National Precursor Log Exchange administered by the National Association of Drug Diversion Investigators, with system stop-sale alerts when limits are exceeded.

Allows pharmacies to seek exemptions from the Board of Pharmacy for up to 180 days and requires alternative written logs during system failures or exemption periods.

Requires wholesalers to report all sales of pseudoephedrine and ephedrine products to retailers, and establishes class C felony penalties for violations and misdemeanor penalties for retailers failing to transmit required information.
