Requires the Department of Land and Natural Resources to review safety records of nearshore areas statewide, including range and frequency of ocean activities, accidents, injuries, fatalities, and effectiveness of existing safety features such as swimming buoys.

Department must submit a report to the legislature with results of the safety review and recommendations for increasing public safety in nearshore waters no later than twenty days before the 2012 regular session convening.

Appropriates funds from general revenues for fiscal year 2011-2012 to install swimming buoys at Kaanapali beach on Maui to increase swimmer safety (specific dollar amount left blank in bill text).

Directs the Department of Land and Natural Resources to expend the appropriated funds for the purposes of this Act.

Effective date is July 1, 2050.
