Appropriates funds to the Department of Health for breast and cervical cancer screening and direct health care services at federally qualified health centers throughout Hawaii for fiscal years 2011-2012 and 2012-2013.

Appropriates funds to the Department of Human Services to restore basic adult dental benefits to Medicaid enrollees, place eligibility workers at federally qualified health center sites, and conduct outreach for Medicaid and Children's Health Insurance Program enrollment.

Establishes an office within the Department of Human Services to promote meaningful use of electronic health records and certify provider eligibility for federal funds.

Appropriates funds as grants to seven designated federally qualified health centers for facility design, construction, renovations, and equipment including projects in Lanai, Oahu (two locations), Maui, Kauai, Molokai, and Hawaii.

Requires the Department of Human Services to submit a state Medicaid health information technology plan to the Centers for Medicare and Medicaid Services by December 31, 2011; effective July 1, 2050.
