• Establishes a wellness pilot program within medicaid to promote health and wellness alternatives that reduce chronic disease and lower healthcare costs for medicaid and QUEST recipients.

• Appropriates unspecified general revenues for fiscal years 2011-2012 and 2012-2013 for the department of human services to implement the wellness pilot program.

• Creates a joint legislative task force on medicaid, co-chaired by the chairs of human services committees from both legislative houses, to examine medicaid shortfalls including the medicaid buy-in program for working people with disabilities.

• Task force membership includes representatives from the departments of human services, health, and commerce and consumer affairs, plus invited representatives from 15 health insurance plans, medical associations, health centers, and advocacy organizations.

• Effective date is July 1, 2050.
