Requires the Department of Public Safety to establish key performance indicators measuring progress toward reducing recidivism, decreasing prisoner assaults on staff, reducing staff turnover, and improving departmental efficiencies.

Mandates the department submit annual reports to the legislature no later than twenty days before each regular session starting in 2012, tracking rehabilitation and reentry efforts using the established performance indicators.

Specifies required performance metrics including high school diploma completion rates, reentry plan filings, drug test failure rates, drug treatment program completion, restorative circle participation, sentence reduction applications, and parole revocation hearing outcomes.

Consolidates multiple existing statutory reporting requirements into one annual corrections and program report covering mental health services, gender-responsive programs, cognitive restructuring, and services for children of incarcerated persons.

Requires the department to post all reports electronically on its website in a timely manner.
