Prohibits transfer of Hawaii inmates to mainland correctional facilities if they have 12 months or less remaining on their sentence before parole eligibility.

Prohibits transfer of inmates with serious medical or mental conditions to out-of-state correctional facilities.

Requires the director to consider whether an inmate is regularly participating in family visits with children under 18 before authorizing a transfer.

Requires the director to consider whether a transfer would disrupt the inmate's participation in vocational, educational, treatment, or reentry programs that cannot be reasonably resumed at the mainland facility.

Gives preference for transfers to inmates who voluntarily consent to mainland transfer to achieve cost savings.
