Adds violation of privacy in the first degree (section 711-1110.9) to the definition of "sexual offense" requiring sex offender registration.

Adds promoting prostitution in the first degree (section 712-1202(1)(a)) to the definition of "sexual offense" requiring sex offender registration.

Classifies violations of privacy in the first degree as Tier 1 offenses, allowing petitioners to seek termination of registration requirements after maintaining a clean record for 10 years.

Applies the new registration requirements retroactively to any person convicted at any time of violation of privacy in the first degree, and to persons found unfit to proceed or acquitted due to mental illness but released into the community.

Effective July 1, 2011.
