Establishes mandatory training requirement for alcohol servers employed by liquor licensees (excluding manufacturers and wholesale dealers).

Training program must cover recognizing alcohol intoxication, dealing with intoxicated customers, establishment liability, and statutory prohibitions on serving intoxicated persons.

Alcohol servers must complete training within 30 days of employment start date and for each licensee they work for simultaneously.

Liquor commission must maintain records of trained employees including name, age, address, phone number, employer details, and employment commencement date.

Allows liquor commission to contract with private entities to provide training and permits license fee costs for this training to satisfy the "direct and proportionate relationship" requirement under existing law.
