Establishes two new marine life conservation districts on the island of Maui, each extending three miles or less from the shoreline into state marine waters, in addition to existing districts at Honolua-Mokuleia Bay and Molokini Shoal.

Requires the Department of Land and Natural Resources to conduct a review of the effectiveness of the new conservation districts every five years in collaboration with the University of Hawaii and with community involvement.

Department of Land and Natural Resources must submit findings and recommendations from each five-year review to the legislature no later than twenty days before the regular session convening after the review, beginning with the 2013 regular session.

Mandates community involvement in reviews through collaboration with specified organizations including The Humane Society of the United States, Maui Tomorrow, Hui Ho'omalu i ka 'Aina, Pacific Whale Foundation, and other affected or interested parties.

Takes effect July 1, 2050.
