Establishes a mutual aid network requiring Hawaii counties to provide potable and non-potable water to other counties during declared emergencies when water shortages threaten public health and welfare.

Directs each county's board of water supply to develop a master agreement addressing water transmission between counties and covering liability, indemnification, workers' compensation, expense reimbursement, and resource sharing.

Creates the Hawaii statewide mutual aid system administered by the Department of Defense to coordinate emergency response between counties through written mutual aid agreements and disaster district committees chaired by county police chiefs.

Specifies that responding counties provide mutual aid only if sufficient local resources are available, with personnel remaining under operational control and direct supervision of the responding county while performing requested duties.

Establishes reimbursement procedures where responding counties receive actual costs during federal disaster declarations (from state/federal funds) and requesting counties reimburse actual costs during non-federal emergencies; effective July 1, 2050.
