Allows the Director of Commerce and Consumer Affairs to designate access organizations to oversee development, operation, and broadcasting of public, educational, and governmental (PEG) access channels on cable television systems.

Requires written application and public hearings on each island in the franchise area before designating an access organization, with the director considering factors including applicant experience, financial responsibility, technical ability, and public input.

Exempts the designation process from Hawaii's procurement law (Chapter 103D) until July 1, 2015.

Requires the state auditor to conduct a performance review or audit of Olelo Community Television by July 1, 2012, examining financial records, resource allocation, programming effectiveness, and operating expenses.

Appropriates funds from the compliance resolution fund to the auditor to conduct the contracted performance review of Olelo Community Television; effective July 1, 2030.
