Establishes the position of Hawaii affordable health care coordinator within the office of the governor to develop recommendations for implementing the federal Affordable Care Act of 2010.

Coordinator shall work with the department of health and other departments to coordinate affordable health care policy for the state.

Coordinator must submit a comprehensive report on Affordable Care Act implementation, including findings, recommendations, budget requirements, and proposed legislation to the governor, health director, and legislature no later than 20 days before the 2013 regular legislative session.

Appropriates $150,000 from federal State Planning and Establishment Grant funds for fiscal years 2011-2012 and 2012-2013 for the coordinator's salary.

Takes effect July 1, 2011.
