Aims to increase access to primary health care services in medically underserved areas by developing rural health workforce training in family medicine, advanced practice nursing, pharmacy, psychiatry, and related fields.

Addresses shortages of physicians, physician assistants, and nurse practitioners in Hawaii, particularly in rural areas designated as health professional shortage areas by the federal government.

Takes effect on July 1, 2050.
