Restructures the Department of Education into two divisions: the academic achievement division focused on student achievement improvements, and the administration division focused on support services.

Establishes two senior deputy superintendent positions—the senior deputy superintendent for academic achievement and the senior deputy superintendent for administration—to head each respective division, appointed by the superintendent for up to four years.

Changes the salary cap for senior deputy superintendents, assistant superintendents, and complex area superintendents from 80 percent to 90 percent of the superintendent's salary.

Requires the senior deputy superintendent for academic achievement to be evaluated primarily on student achievement improvements and the senior deputy superintendent for administration to be evaluated primarily on quality of support services.

Takes effect on July 1, 2050.
