Reduces the Kahoolawe Island Reserve Commission from seven to five members.

Changes appointment structure so that one member is appointed by the governor from a list provided by the Protect Kahoolawe Ohana (previously required a member to be a member of the organization).

Reduces native Hawaiian organization-appointed members from two to one, appointed by the governor from a list provided by native Hawaiian organizations.

Implements a four-year waiting period before any commission member who completes two consecutive terms can be reappointed to the commission.

Reduces the quorum requirement from four members to three members for conducting commission business.
