Expands permitted uses in Hawaii agricultural districts to include solar energy facilities on land with soil classified as productivity rating class B, C, D, or E by the land study bureau.

Restricts solar facilities on class B or C land to no more than 10 percent of parcel acreage or 20 acres, whichever is lesser.

Adds solar energy facilities as a permitted use on class A or B agricultural land, subject to the same 10 percent acreage or 20-acre limitation, except solar is prohibited entirely on class A land.

Maintains existing restrictions on agricultural land use while allowing renewable energy development to increase Hawaii's energy independence and reduce petroleum dependence.

Effective upon approval.
