Establishes the Uniform Military and Overseas Voters Act as a new part of Hawaii's election law to facilitate voting by military personnel and overseas citizens.

Allows covered voters (uniformed service members, their dependents, and overseas voters) to register and apply for ballots using federal postcard applications or electronic equivalents through a state electronic transmission system.

Requires election officials to transmit ballots and voting materials to covered voters no later than 45 days before elections and permits electronic delivery by facsimile, email, or internet.

Permits covered voters to use federal write-in absentee ballots for all offices and measures in covered elections (federal, state, and county) and establishes that ballots are valid if submitted timely without postmark or other nonsubstantive defects.

Requires establishment of a free-access system allowing covered voters to track receipt of applications and ballot status by telephone, email, or internet.
