Changes the independent audit of the wireless enhanced 911 fund from biennial (every two years) to annual frequency.

Requires the wireless enhanced 911 board to include two additional items in its annual legislative report: a survey of public safety answering point projects and their funding status, and results of the annual audit.

Mandates the initial annual audit to be completed by December 31, 2011, with results included in the board's 2012 report to the legislature.

Audit costs remain recoverable from the wireless enhanced 911 fund as an administrative expense.

Effective date: July 1, 2050.
