Requires the Public Utilities Commission to publish all contracts for purchase of nonfossil fuel generated energy by public utilities on a publicly-accessible website.

Contracts must include the purchase price of energy expressed as cost per kilowatt hour as approved or determined by the commission.

Contracts shall be published upon filing with the commission, with proprietary information permitted to be redacted initially.

Upon final approval or determination by the commission, contracts must be published in their entirety without redactions.

Effective date is July 1, 2011.
