Amends Hawaii Revised Statutes Section 803-16 to update the list of federal agencies whose officers may make warrantless arrests for certain offenses under state law.

Adds the Federal Bureau of Investigation (FBI) as a federal agency with arrest authority, alongside United States Immigration and Customs Enforcement (ICE) and United States Customs and Border Protection (CBP).

Specifies that arrest authority is limited to situations involving assaults or crimes causing physical harm, offenses against public order, felonies with probable cause, or when a warrant is held for the person's arrest.

Requires certification from the Special-agent-in-charge of ICE Honolulu, the Special-agent-in-charge of FBI Honolulu Division, or the Port Director of CBP Honolulu that officers have received proper training to make arrests under this section.

Replaces outdated agency names (Citizenship and Immigration Services and Border Protection Service) with current federal agency designations.
