Authorizes the issuance of commercial use permits for vessels with assigned moorings in Ala Wai and Keehi harbors, limited to 15% of berths at Ala Wai and 35% at Keehi, with commercial vessels at Ala Wai not exceeding 65 feet in length.

Requires future mooring fees to be established by appraisal by a state-licensed appraiser, with existing mooring holders in Schedule A rates that increase annually to equal new Schedule B rates by July 1, 2014.

Restricts small boat harbor fees to be expended only on costs related to operation, maintenance, and improvement of the specific harbor where fees were collected.

Directs the Department of Land and Natural Resources to use a request for proposals process to lease Ala Wai harbor facilities for public-private partnership development, with a maximum lease term of 65 years and revenues deposited in the boating special fund.

Increases the maximum lease term for state boating facility dispositions from 55 years to 65 years and authorizes assessment of utility and common area maintenance fees in small boat harbors.
