Establishes a Lake Wilson task force under the department of land and natural resources to assess water quality conditions and recommend improvements.

Task force membership includes representatives from the department of land and natural resources (serving as chair), department of health, department of agriculture, University of Hawaii, city and county of Honolulu, United States Army, and private landowners and lessees.

Task force must assess current water conditions, determine appropriate quality levels for agricultural and recreational uses, review ownership and permits, evaluate operations and maintenance, and identify necessary resources for improvement.

Task force shall submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2012 regular session convenes.

Appropriates $300,000 from general revenues for fiscal year 2011-2012 to fund the task force operations and requirements.
