Amends Hawaii Revised Statutes Section 343-5(a) to add an exemption from environmental assessment requirements for affordable housing construction and modifications.

Exempts actions involving construction of or changes to affordable housing as defined in Section 201H-57(b) when located in areas zoned for residential or commercial use under Sections 246-10(d)(1)(A), (B), or (C).

Exemption applies only when the activity does not require a rezoning designation or a variance under Section 205A-46.

Takes effect upon approval.
