Establishes a pilot project within the Department of Land and Natural Resources to demonstrate marine phytoremediation using native Hawaiian plants to remove pollutants and improve water clarity in Lake Wilson (Wahiawa Reservoir).

Authorizes the department to contract for phytoremediation services pursuant to Hawaii's public procurement code (Chapter 103D, HRS).

Requires the department to submit a report to the legislature no later than twenty days before the 2013 regular session on the technology's viability, safety, and effectiveness at demonstration scale, along with recommendations and cost estimates.

Appropriates unspecified general revenue funds for fiscal years 2011-2012 and 2012-2013 to fund the pilot project.

Takes effect upon approval, with appropriation provisions effective July 1, 2011.
