Establishes an environmental review special fund to receive filing fees, administrative fees, interest, and legislative appropriations for the Office of Environmental Quality Control.

Authorizes the office to collect filing fees from all applicants (including state and county agencies) submitting environmental review documents, ranging from $500 to $4,000 depending on document type.

Requires the special fund to support office operations, staffing, administrative expenses, outreach and education programs, and modernization of technology systems.

Waives filing fees for applicants whose proposed action cost, annual revenue, and employee count fall below specified thresholds (specific amounts left blank in the bill).

Effective July 1, 2050, with filing fees taking effect thirty days after enactment; exempts environmental studies filed prior to enactment from fees for 180 days.
