Authorizes the Public Utilities Commission to adopt rules and issue orders establishing intra-governmental wheeling, allowing renewable energy producers on state lands to sell electricity directly to state government entities on the same island.

Authorizes the Public Utilities Commission to adopt rules and issue orders establishing inter-governmental wheeling, allowing renewable energy producers on federal, state, or county lands to sell electricity directly to federal, state, or county government entities on the same island.

Requires the Public Utilities Commission to establish transmission and distribution fees by July 1, 2012, that public utilities may charge for use of their transmission and distribution systems for both intra-governmental and inter-governmental wheeling.

Encourages the Public Utilities Commission to add governmental wheeling to its 2011 docket for discussion and consideration.

Takes effect on July 1, 2011.
