Repeals Hawaii Revised Statutes section 486J-10, which required gasoline sold in Hawaii to contain ten percent ethanol by volume for use in motor vehicles.

Legislature finds that despite the ten percent ethanol requirement in effect since 2006, no local ethanol production plants have been built despite plans and available sugar cane land, leaving Hawaii dependent on imported ethanol.

Eliminates director authority to adopt rules requiring ethanol content in gasoline and removes reporting requirements for fuel distributors regarding ethanol availability and sales.

Eliminates penalties of not less than $2 per gallon of nonconforming fuel, up to a maximum of $10,000 per infraction for violating ethanol requirements.

Takes effect July 1, 2050.
