Clarifies that the state chairperson has custody and disposition authority only over abandoned vessels in state waters or on public property, not on private property.

Transfers responsibility for disposing of vessels abandoned on private property to the owner of that private property.

Expands Part IV of Chapter 200 to include vessels abandoned on "other private property" beyond just vessel repair businesses, private marinas, and yacht clubs.

Allows private property owners to sell or dispose of abandoned vessels on their property after one public newspaper advertisement and a minimum five-day waiting period.

Requires private property owners or their representatives to file an affidavit with the department detailing the sale or disposal of the vessel.
