Increases the solid waste management surcharge from 35 cents to 75 cents per ton of solid waste.

Applies the surcharge to solid waste disposed of at permitted or unpermitted solid waste disposal facilities and incineration facilities within the State.

Extends the surcharge to solid waste transferred to in-state facilities that collect waste for transport to out-of-state landfills or incineration facilities.

Requires payment by the person or entity doing the disposal or responsible for preparing the out-of-state transfer, with quarterly reporting and payment to the department within 30 days of each quarter's end.

Effective July 1, 2011.
