Directs the office of planning to convene a 13-member task force to review Hawaii Revised Statutes chapter 205 and recommend ways for the land use commission to consider cumulative and long-term impacts of development requests during reclassification petitions.

Task force composition includes representatives from the office of planning, four county planning departments with Smart Growth experience, four county councils, the senate, the house of representatives, and one non-profit and one for-profit organization focused on land use planning.

Requires the task force to submit findings, recommendations, and proposed implementing legislation to the legislature no later than 20 days before the start of the 2012 regular legislative session, with assistance from the legislative reference bureau.

Task force members receive no compensation but are reimbursed for necessary expenses including travel.

Task force ceases to exist on June 30, 2012.
