Authorizes the state fire council to employ a full-time administrator and administrative assistant, exempt from civil service requirements (chapters 76 and 89).

Allows the state fire council to determine compensation for both positions without regard to standard pay scales.

Designates the administrator to manage daily operations of the council and assist with duties including federal grant administration, state fire code adoption, and statewide fire safety training programs.

Requires budgetary funding for council staff salaries and operations to be included in the department of labor and industrial relations budget.

Effective July 1, 2011.
