Permits condominium association members to make audio recordings of board and association meetings (other than executive sessions) by audio tape or other electronic means for personal use or use of another member.

Requires that association bylaws do not prohibit recording and that the board of directors receive prior notice of a member's intent to record before the meeting commences.

Allows the board of directors to make official audio recordings of meetings that must be made available upon request to any association member for personal use.

Clarifies that non-board members may participate in open meeting discussions unless a majority of a quorum of the board votes otherwise.

Takes effect on July 1, 2050.
