Extends Hawaii Compliance Express to small-business vendors for contracts and procurements of $2,500 or more, previously limited to contracts over $15,000.

Hawaii Compliance Express is an electronic system providing a single "Certificate of Vendor Compliance" that eliminates the need for separate hard copies from the Internal Revenue Service, Department of Taxation, Department of Labor and Industrial Relations, and Department of Commerce and Consumer Affairs.

System costs vendors $12 per year and had grown from 179 vendors in 2005 to 4,117 vendors by mid-December 2010, with approximately 70 percent of invoices using the electronic certificate.

Amends Section 103D-310, Hawaii Revised Statutes, to require the procuring officer to verify compliance for all contracts and procurements of $2,500 or more awarded under section 103D-305.

Takes effect on July 1, 2011.
