Establishes a task force attached to the Department of Land and Natural Resources to identify problems and recommend solutions for streamlining permit, license, and application processes.

Task force membership includes representatives from state agencies (DLNR, DOH, DAGS, DOT), both chambers of the legislature, county agencies, design and construction industries, labor organizations, and community stakeholders.

Task force directed to identify specific problems related to timeframes for permit, license, and application procedures and propose targeted solutions to address delays.

Legislative reference bureau may assist the task force with compiling and publishing findings and recommendations.

Task force must submit its report to the legislature no later than twenty days before the 2012 regular legislative session; effective July 1, 2011.
