Reduces county affordable and workforce housing requirements by 40 percent to provide temporary relief and stimulate housing construction statewide.

Implements a recommendation from the 2009 construction industry task force and supports the small business working group's findings on economic recovery.

Applies to counties' powers under Section 46-15.1, Hawaii Revised Statutes, which authorizes counties to develop low- and moderate-income housing similar to the Hawaii Housing Finance and Development Corporation.

Becomes effective upon approval and expires on December 31, 2016, after which existing county housing requirement provisions are automatically reinstated.
